Bad Check Restitution Help

I'm having an issue with a bad check restitution program. Yes, I owe the money. Here is the issue:
I live in PA and one day I opened the mailbox and I saw several letters with the return address reading Beaver County District Attorney Bad Check Restitution Program. That angered me because yes I do owe the money and yes I will pay the money back but how can they legally publish like that? One bad mistake I made should not be made public knowledge even if only my mailman saw it.
Second issue: The check was for $200 and some change. This place is charging me $421.99. Almost $200 of it is for a Fiancial Accountability Requirement class that they say is mandatory and that I must go or continue to be charged money and possible fines and/or jail time for not going to this class. Do I legally have an obligation to go to this class? When I first called to make a payment of over half the amount, there were no classes in my area. When I called back again to schedule the deduction of the other part of the money I got into an argument with the woman I talked to, which is a toll free number and didn't seem to be involved with my District Attorney, that I had to schedule class by tomorrow or else I will incur other penalities. I told her that I don't have my work schedule, which I don't, so I don't know if I will be able to make the class and she said that my employer has to let me take the time off of work to go. I told her that I don't want to let me employer know why I need the time off of work and the class was stupid anyways. Is the class legal? Do I honestly have to attend a class or face harsher punishment even if I paid the debt fully?
I'm confused because for some reason, it just doesn't seem legal at all.

is this for a pdl?if so then it's bogus as pdl's are totally prohibited in PA.if not then what kind of debt is it for then?
