How do debt collectors get bank info, especially if you have not paid them a dime?

One way I can think of is Chexsystems, it is pretty much a credit report for a consumers bank accounts. Not all banks report to them though.
Other ways are contacting banks in the area of the debtor until they get a hit with just a name and address.

I think it's pretty easy for a collector to get your info by skip tracing..If they can get your ssn they can find out just about anything.
Legality
Is it legal to look up peoples' bank info....banks usually do not give out that type of info. I don't have any accounts. I don't think I'll trust banks for a long time.
