Number keeps calling me every five minutes, no one is on the line

I'm getting a call from this number 213-426-2705. They are calling me every 5 mins and when I answer the call no one is there. I tried calling the number back and it gives me a fast busy signal How do I block or stop this from happening. This should not be legal they are harrassing me. I don't owe money so I'm guessing this is coming from a place that seen my resume online.

this is a phishing scam. They pretend that they are returning your call--they claim that you called them about government grant info, that way they try to get around the do-not-call list. You see, if they are cold-calling(which these people really are) then they cannot call anyone on the DNC list. But by claiming that they are returning your call, they think they can get away with it.
Anyways, they ask for credit card or checking account info. It's nothing more than yet another thief...call your state's attorney general's office and the FTC and file complaints.
