You should be able to go to your state website (usually yourstate.gov - in your case, www.texas.gov) and look for the licensing bureau that governs collection agencies in your state. It may be the same bureau that governs financial institutions and insurance carriers. In my state, for example, that office is called OFIS - the Office of Financial and Insurance Services.
Go to your state's governmental website and see if there's a search window, and search on "collection agency license". That should do it! :-)
