CACH LLC Notice Of Garnishment

I just received a letter in the mail today telling me that I am hereby notified that a garnishment was issued based on a judgment against me and the garnishment was served. I was served two years ago and I went to the clerk of courts office for it and signed that I would agree to pay. I then signed up with care one credit/the freedom point debt consolidation program. I was paying on that for awhile until I came into financial trouble. It has been at least a year since I have paid any money due to being low on funds. The thing that I don't understand is that I received this notice today but it is dated way back on October 9th of 2008. I have not gotten anything from the first time I was served until now. It says I have ten days to file a motion, answer, or other appropriate pleading to contest the garnishment within ten days of this notice was served on you explaining why you think these funds are exempt from execution under state or federal law, a court order will be entered condemning the funds and the funds will be applied against judgment.
The thing I don't understand is that since this notice was dated back in October of last year, why am I getting it this late. Another thing I don't understand is that there is a seperate piece of paper with the return address and my address on it. The zip code of the return address is different than the zip code from where it was mailed. Return address is from Washington and the zip code on the stamped envelope is from Georgia.
I hope all of this makes sense. I would like some advice here. I am figuring I am stuck, but it does not say anything about a hearing. Any insight on this would be great.
