A collection agency garnished my account – What to do

I had incurred a debt while working at a small firm in Taft, California. I couldn’t pay the rent to my landlord. I left that place and came back to my hometown. I’m doing quite well now. A collection agency has sent me a notice regarding that debt. Moreover, they have withdrawn around $700 from my bank. How did they get my bank account details? Is this legal?
