Help.Collection call from my own area code?

I received a phone call from a # in my own area code. They didnt leave a message. When I called back, a recording said "card services. Please stay on the line for a representative".
Do they have some way of having the caller ID show up as a local call to trick me into picking up the phone? Are there certain companies that do this?
When I googled the number, there wasn't any information on it.

There's an ID theft scam going around that goes by the moniker of 'Card Services.' Beware.
And yes, spoofing caller ID is a trivial matter if you know how. It's illegal for a collector to do that, but that doesn't stop them.
