CBCS won't send me a settlement letter

I checked my credit report..and I have 2 credit cards that I KNOW I need to get paid off.....I called the companies to find out who exaclty had the debt....One was CBCS..I called to get them to SEND me or FAX me a settlement letter...but she couldn't do that? I don't understand..
Chase I believe was last paid in 09/2005, CPTL One was closed in
Chase I believe was last paid in 09/2005, CPTL One was closed in 09/2005..Both have been charged off and Purchased by other lenders...I live in GA btw...
