Cease and Desist letter or Debt Validation?

I received a letter from a collection agency, Total Card Inc (TCI) collecting for LVNV Funding (Original Creditor - JC Penney). This debt is out of statute. My question is, do I want to send a debt validation letter or a cease and desist letter?
Are you going to pay it? If it is out of SOL, tell em to pound
