Third party CA's are agencies hired under contingency. The OC still owns the debt and hire a CA to collect the bill under a commision basis.

I had a Circuit City account that went to them. I could only settle for 50% (didn't accept lower offer) but I did get it over 3 months. They weren't jerks or anything like that when I talked to them.
Once we had our verbal agreement they followed up with the agreement in writing. Before each of the monthly payments they sent me a notice in the mail detailing the payment amount.
As far as CA's go they were ok with me.
