Collection Agency says that Chase won't accept settlement too low?

I am trying to get my life straight and get out of debt. I have a card with Chase and I am over a year since my last payment to them. I know it has gone through a few different collection agencies and the one I was talking to today said that Chase won't accept an offer that is below a certain percentage of what is owed. I though collection agencies bought the debt, and they don't pay back to the bank. Is he bluffing to get more money or what?

I would call Chase and ask about your account...if they don't own it anymore, they'll tell you who has it. Ask Chase specifically if the CA is collecting on Chase' behalf or if it was sold off.

Collection agencies work a lot of accounts as a third party. Chase does assign a lot of accounts to agencies and they do have the final say as to settlements.
