Collection letters sent to you

Collections agency said they sent a letter to my home saying who they were and who I owed and the 30 day thing.
I never received any mail from them? I asked them if they sent it certified and they said no it doesn't matter. They say my 30 days are up so I've agreed to owing the money.
Can they do this?

Send them a debt validation letter in writing via certified mail
Send them a debt validation letter in writing via certified mail with a return receipt request. If they don???t give any reply, then forward them a Cease and Desist letter.
