For credit cards do you use the sol of the state you live in now or where you lived when you opened the account?
If you tell a collection agency on the phone or by letter that a debt they are trying to collect is out of sol and they still contact you about it is that a violation they can be fined about?

The SOL only applies to whether the debt is enforceable IN COURT
The SOL only applies to whether the debt is enforceable IN COURT. You still owe the debt even if the SOL is up, so no violation.
SOL would be set by the state of your current residence since any legal action would have to occur where you live.
