Send them a debt validaition letter with a stipulation that they prove that the SOL has not run out on it. After that just don't pay them!

16 years ago I did not have a job and they sent me a boa card with a 3,500 dollar limit. I did not not even apply for it. Well I was stupid and maxed it out and never paid it. Well in the last year I keep getting phone calls saying they want to colect on this debt saying I owe 8,700. Can they garnish my wages after all this time?

They would have to sue in the court of law and win a judgement prior to any garnishment. In your case you could use the SOL as a defense and have the case dismissed more than likely. I would do what Frogpatch said above since the same case applies to you.
