Double Collection Efforts?

A hospital is making arrangements with me to pay a bill. They had sent the bill to a collector. The hospital has been working with me and told me the collector was notified twice, to stop collecting. The Collection agency has reported on my credit report, now. They also call me and leave messages with a very hateful tone of voice.
Is the collector in violation of collection laws by attempting to collect and reporting on my credit report after the hospital told them to stop?
