I called and asked if they were agreeing to my terms and the lady said yes they were, so I asked if they could send me another letter stating in black and white if i pay this bill in full it would be deleted and she said that they can't send it out until after they receive full payment
What should I do?? They could tell me that just to get me to pay them and then when I do they tell me no way, should I send over a letter and ask them to sign it??
I dont know what to do.......

Don't pay them dime one without an original, signed agreement on company letterhead. Not a phone conversation, email, or fax. An original document, signed in ink.

That's what I'd do. State that you are not admitting ownership or responsibility for this debt, but that you are willing to pay it on the condition that it will be deleted from your CRA reports upon payment. Offer immediate payment by certified funds if they agree to your terms in writing [by signing and returning the letter you sent]. State plainly that unless they sign and return the letter in a reasonable time span, that your offer will be void, and there will be no agreement.
How much is the [alleged] debt, and how old is it? What CA are you dealing with?

Most certainly do not send them anything until they sign the agreement. Make sure you don't send them any kind of payment form that could be linked to your bank account and make sure it is something that you can trace (so you can prove you paid it)
