Does anybody know when to send a Disclosure Statement to the plaintiff in a civil debt collection case? Do you send this before or after a pretrial conference?

Sorry I shoulda been more specific. In my county court rules it says that I can send a disclosure statement to the opposing party. It is a list of exibits and witnesses and everything I plan to use at trial. In return the opposing party will do the same. That's okay I'll figure this one out.
