DV and DOLA

Hi,
I have a collection agency (Unifund) who purchased a credit card account of 8k. They are know stating that the account balance is 19K. After several years of Not been able to settle the account I want to do i now.
My questions are:
-To whom do I send the DOLA request Letter? to credit bureau or the agency?
-do I send the DV letter first, then the DOLA request? or at the same time?
-It is right to duplicate the amount of the original balance?

Your first move is to send a validation letter to Unifund, make them prove they own that debt, and make them prove how they came up with that amount. Don't trust Unifund, they can be vicious! Make them validate the debt before you do anything, and don't admit to that debt until you receive a proper validation from them. That would be my advice. By the way, you may want to read about Unifund and their tactics at Bud Hibbs website, interesting stuff.
