What is considered proper validation?

What would proper validation be? Is a CA sending you duplicates of past statements enough?

So now do I send another letter stating they did not provide me with proper validation?
All I got from this CA was two manilla envelopes (on two seperate days) with no return address or anything identifying the CA, filled with duplicates of past statements.
