Debt Collector threatening "warrant"

Hello,
I got a call today form an EMS Enterprises stating I had some bad check thaht had gone into collections from 2006. The woman on the phone threatened that if I did not make a payment arrangement she would forward it to the state and have a "warrant put out for my arrest". Now I know this to be BS, who do I contact to file a complaint against these people?
Her scare tactic did not work on me but maybe if I was an elderly peorson or yopunger I might have fallen for the ploy?

soaplady, I used the BBB and AG in a case against Eastside Lenders (ESL). I defaulted on a $300 loan and ESL was trying to charge me $705, loan plus fees and costs. I filed my complaints and within three weeks, the BBB had a response from ESL and I only ended up owing the initial $300.
