Enhanced Recovery Corporation Sending Me a Settlement Letter?

I have an older outstanding debt that began in 2006 with Verizon Wireless. I had made good by beginning to pay them (original account balance was $800), but they wrote the debt off and sent the balance to a collection agency. Remaining balance is $400 and PINNACLE CREDIT SERVICES is the one who got it.

I got a letter (and many phone calls this past week on my cell) from ENHANCED RECOVERY CORPORATION that says they were given the "authorization" from Pinnacle to offer a settlement of half - so pay $200 instead of $400. I need to remit by 7/29/2010 in order to take advantage.

Are they authorized to do this? Since when does one collection agency have a SECOND collection agency authorize a settlement? I'm confused. At the top of everything it says thus:

Creditor: PINNACLE CREDIT SERVICES, LLC
Original Creditor: VERIZON WIRELESS
Account Number: XXXXXXXXXXXXXXXXXXX
Amount of Debt: $400
Settlement Amount: $200

Keep in mind this debt is nearly 4 years old. Any recommendations on how to approach this one?
