Which one to pay first

Hi,
I have received a phone call from Evans Laws saying they are collecting for debt I have with e-payday-loan.com. The loan was for $350, they want $620, but say they are willing to settle for $460. At the same time, I received an offer from PayDayOne, and they want $325 for $650 loan (basically they ask for half of what I borrowed). That is a great offer to me, and $325 is within my ability to pay. The question is, should I pay e-payday-loan first, or PayDayOne? The Evans Law collection agency is loud and obnoxious and I found lot of angry people on the Internet who had nothing nice to say about them; while PayDayOne was very civil so far. So I was thinking, that I pay PayDayOne first, simply because I know they are a legal lender, while I think that e-payday-loan is not legal (I am in PA, both loans were taken last year). Is e-payday-loan legal too? Or should I pay the e-payday-loan off first, because it is already in collection? BTW, I am still planning on sending Evans Law a debt validation request as I would really like to know how they came up with their numbers). Another question I have - how is the best way to deal with collection agencies that are collecting for illegal internet payday companies? Any advise will be very much appreciated. Thank you.
