ive been recieving calls from a collector that statee he is a legal officer with the collection company( this debt is for a payday loan)he said yesterday that he was going to put my name in the paper and send collection agents to my house! he would not send me anything in writing even though he has my address!! is this legal? what can i do?

He's not a legal anything. He's a collector.
He can't put your name in the paper.
He can't send collectors to your home.
He's required by federal law to send you a dunning letter within five days of that call.

None of what he's doing is legal. Everything you've listed here is a violation of Federal law (FDCPA). It's also illegal for him to threaten, harass, or abuse you.

Now, what can you do? To start with, did he tell you the name of the company he represents? Either the lender or the collection agency? That would help us. Meanwhile, answer these questions for me, please:

What state do you live in?
List all payday loan companies you have borrowed from (current only).
Are these storefront sompanies, or online?
How much did you borrow on each loan, and how much have you paid back?

I'm moving this thread to our payday loan forum. I think you'll get better/faster help over there.

I am in agreement with all above! Please provide the company name! These companies generally will never mail anything and try to hide their identity. Do not try to trick them into giving you their name by saying you will send a payment! This is admitting to the debt and will restart the statute of limitations. There are attorneys that will take your case on contingency and you mayl even profit from the blunders of these bottom feeders.
