Even if you do have debt (and in this day and age who doesn't?) does not mean they are legit. Just the fact they refuse to give out any information says it right there. They are required BY LAW to fully identify themselves, provide contact information and send a dunning letter within 5 days of contacting someone.
The biggest indication it is a scam and illegal is the threats, no legitimate collection company following the law would resort to such tactics.
When they threaten charges just simply respond with, "Ok, you go ahead and do that, at least then I can get your contact information."
If you respond nonchalantly or even in a happy go lucky tone they just get angry, scream a little but then ultimately leave you alone as they realize you are not a typical consumer who doesn't know his/her rights.
