I was told in the state of Florida that I have a right to deal with the original creditor when paying off old debt. I contacted the original creditor and they informed me that they no longer have record of the debt cause it had been removed from their system because it was too old. Can I send a Debt Validation letter and Cease and Desist Letter to the collection agency?

Regarding the DV letter, you can send it. It's better that you're paying person or company who owe your debt.

it is an old cell phone bill from June of 2005
