It depends on court order. The creditor/collection agency who has secured the judgment first will have the right to garnish your wages primarily. This means you need to repay the first judgment first. Once the first judgment is paid off, the second creditor/collection agency can garnish your wages. You also need to check your state wage garnishment laws.

It has nothing to do with the judgment dates...it all comes cown to when the garnishment summons. Garnishments work in the order received.... for example, a creditor with a 3 year old judgment cannot bump a garnishment that is a year old and filed promptly. Child support can bump a garnishment, but even when I was collecting student loans, our garnishment order went on the back burner until previous garnishment was paid...so even federal debts cannot bump.
A simple google search..Virgina Labor department...
Where there are two or more garnishments for ordinary debts, the priority between them is determined by the order in which the writs of fieri facias are delivered to the sheriff. This date may be determined from the Garnishment Summons which provides both the date of issuance of the summons and, if different, the date of delivery of the writ of fieri facias to the sheriff.
