1) can a court approved a credit collector to garanish without notice to dependant?
2) can a court outside dependant's county of resident?


1. it depends on the type of debt involved. If it is for a tax or federal student loan debt, then yes the court can approve it without notice. For a commercial debt, then no, absolutely not.
2. In the US, a creditor or collection agency must sue you in your county of residence to collect on a debt. This is Federal law. If the debt involves a Federal government debt, then it would be heard in the local Federal district court.
