See 42 U.S.C. 407(a) otherwise known as Section 207 of the Social Security Act where it says that garnishment is not allowed. The Debt Collection Improvement Act passed by Congress in 1996 added Federal debt, such as taxes, child support, alimony, student loans, SBA or VA loans, Medicare over-payments, etc.
Go ahead and send them the Cease and Desist letter. Mention that your only income is from Social Security and that you would like to try and work with them if they allow you reasonable payments, although it might be easier if you wait for it to go to collections.
