United?? Is this a scam agency?

I received a voicemail from a Stacy Mitchell who stated she worked for the State of New York in the Summons office and she was calling me because by law she had to notify me that I was about to be served with papers. If I wanted to avoid this to call 1-855-847-2682 to speak with the client. Immediately after leaving that message the same girl calls my parents and asks them where I am. My mother told her she didnt know and the girl persisted saying if I didnt pay this debt I was going to court after being served papers at my home or work. My mom said "then why are you asking me where he is if you already know his address". The woman then hung up.
So, I called the number and the automated system said "United" and I got transferred to a Lisa Simmons who started yelling at me that she wasnt a collection agency and stated she had my IP address and bank account number and that I was going to court if they did not resolve the issue today. She said "I am not a collection agency, I work in the state office that issues the summons". She told me that by law she can call me all she wants and also call relatives and my place of employment. She would not give me any information such as an address to send a Debt Validation Letter. I asked her to send a Dunning Letter and she said she didnt have to do that as she is not part of a collection agency. I said then why did the automated system say "United". At that point she hung up on me. I reported this to the FTC already.
Anything to worry about??


For starters, summons come from your local county court, not from the state. Secondly, real process servers do NOT call in advance. Stay off the phone...if you must answer, invest in an airhorn.

Thank you! One last question, when they call, they block their number. If they continue to call my parents and my place of unemployment after being told not to, can I file a complaint with the police? I filed one with the FTC already against them. They can call me all they want as I wont answer anymore. They called me a total of 6 times yesterday and twice already today. Thank you again!

You can file a police report but what good would it do?
If their number is blocked and you can't furnish an address to the police then what can the police do? Debts are civil not criminal and no one calls in advance to say your are being served.
These are scum collectors that don't abide by the law. Blast them with an airhorn and they will eventually stop. Tell your parents that you are a victim of a scam and just to hang up the phone or better yet if they see its a blocked number then don't answer.

Thank you again. I am sorry if my questions and/or actions are stupid. I just want to be sure of everything and do the right thing. The biggest thing I have learned is "Stay off the phone".
