going to sue nrs in small claims court

i have a question first though. should i send a letter to the president of the collection agency advising him that i plan to file and requesting a settlement? or should i just skip that part and go directly to court?

i was threatened with arrest in two separate phone calls. i sent an email documenting these violations to the director of operations of nrs. she did not acknowledge my complaint at all. she responded to other issues in my email, but not not the issue of threatening me with arrest. i contacted a legal aid atty and he told me i had a case since i had an email that i complained and there was no response. also they said they would freeze my account but since my only income is social security, that is also a violation since ss cannot be frozen and/or garnished by anyone other than the feds.
