That is a false threat, try to document that any way possible, it is an FDCPA violation. The next step would be them applying to garnish your wages.

You cannot be arrested for debt. There may be a *very slight* chance of being charged with Contempt of Court but that would require you to blatantly disregard the court itself and hide your money in complete disregard for the law. BUT, by ignoring the form you MAY be fined by the court.
