Yes, this is the correct forum. And Guest above has the right of it. They can't have you arrested for a declined card payment, or for not paying. Debts are a civil matter, not criminal. They're blowing smoke up your a$$. It tickles, but that's about the extent of it. It's also a serious violation of federal law on their part. You can sue for that, BTW.
Is this about a payday loan? It would help if you could give us some information to work with...
If it's a PDL: The name of the lender, are they internet or storefront, amount borrowed, and total amount repaid to date, and the state you live in [so we can look up the state laws].
If it's not a PDL: What is it, what state do you live in, and when's the last time you made a payment or charge on the account?
More information will allow us to help you further.

Thank you for the quick reply.
This was a PDL: cashnetusa, the loan amount was $250.00 from late last year. The state is California.
The company I worked for went out of business, company wide layoff. I just started a new job this week. However the jerk on the phone said beacuse I did give him my debit card number once already and it was declined, he said that if I'd declined again I would be in very big trouble and because it is accross state lines the my locakDA will be notified and that this was a federal offence.
needless to say I have not slept much. They do not know I have a new job.
This guy got me so scared that I told him I can't pay until the 15th. He said not good
enough he said we must have a payment on April 9th or I am in huge trouble. He asked for my debit card number he said it matched the one on file.
This guy said to me that if this payment were to be declined that he would not want to be me, and that this time if the debit card payment declined again I could be arrested because it is across state lines. Any further sueggestions? This was due today. He also said if something comes up to call him, I was going to call later this morning to see if they would wait unitil the 15th. He already told me no once.

First of all, I would suggest revoking access to your checking account. Send them money orders only, if you can record the call I would suggest doing so, since you live in CA you need to get the other party's consent. I would suggest doing so by stating something to the effect of "this call is being recorded, by continuing this call you are granting consent" make sure you have that part on recording too. That way you can have yourself covered if you plan to use it in court. (if need be)

The first major violation of their is threatening to have you arrested, the second is saying that it is a federal offense, third is saying "you will be in big trouble, and I would hate to be you", forth will be their threat of notifying the local DA (they don't even have that right even if you could get charged with anything, the District Attorney steps in to try cases when a county Prosecuting Attorney is not available)
That's four fdcpa (Fair Debt Collection Practices Act) violations so far, you could easily sue them for $1,000 plus punitive damages, mental anguish in the case would go far with the threats of arrest and incarceration, plus your attorney's fees, and court costs.

What this CA is doing to you is completely and totally illegal and actionable in court by the way. Not only illegal, but unethical as well. Deal with them ruthlessly! You should also DV this scum, force them to validate every single little thing...they want to play hardball, you can too!

Need Help,
Relax the pdl is not licensed to conduct business in the state of California first off. So collecting on an illegal debt is going to be tough.
JCEMT- In CA we have a District Attorney not a Prosecuting Attorney. Some cities have city attorneys that handle minor civil matters.
Second a County DA is NOT going to get involved with prosecuting federal laws (that is what the US Dept. of justice is for).
Send them the debt validation letter
the address they provide the state of California is:
GREAT LAKES ASSET MANAGEMENT INC.
7510 PORTER RD
NIAGARA FALLS, NY 14304.
This should stop the harrassment.
