I asked the collector to verify/validate the bill they sent me. I didn't think the bill was mine. The collector wrote back and said yes, the bill was mine and I would recall having a cat scan.
I did not have a cat scan. Bill must not be mine.

Write to the hospital. Tell them you are being billed for a CAT
Write to the hospital. Tell them you are being billed for a CAT scan that you never had, and they need to tell their collector to drop the spurious charge immediately.
As far as your HIPAA question, it's doubtful. If that were the case, collections for medical debt would be well nigh impossible - especially if you request validation.
