I received a telephone call today from a representative from ISD. I was told he was going to serve me papers on my job or at my residence due to default on a pay day loan. The person was very demanding and rude and stated they would not work out a payment plan as the want the full balance.

What state are you in? If payday loans are legal in your state, then ISD can take legal steps against you (provided you have defaulted on the loan). However, if you don't owe the debt and haven't defaulted on it, then they can't sue you. It may be a scare tactic to make you pay money to them. Ask them to validate the debt. If it is validated, then try to settle the debt. However, if that does not work out and you are really served with summons, then you can consult a lawyer regarding this issue.
