Jurisdiction question

I live in Colorado and was served with a summons along with a complaint. The complaint has not yet been filed with the court. I recently found this under Rule 303:

c) Time of Jurisdiction. The court shall have jurisdiction from (1) the filing of the complaint, or (2) the service of the summons and complaint; provided, however, if more than fifteen days elapses after service upon any defendant before the filing of the complaint, jurisdiction as to that defendant shall not attach by virtue of the service.

(c) amended and effective April 10, 2008.

Can anybody explain to me the part that says "jurisdiciton as to that defendant shall not attach by virture of the service" means?

I really am trying to research and figure everything out for myself but it is very difficult for me to find the time to do it. This web site and all of the feed back I can get here, helps me out alot.

that means that they can sue you in one county, but they serve you where they find you. They can file suit in another county against you in civil court.

However, when it comes to third party debt collectors, there is a federal law that requires them to file suit against you in the county where you reside. For any other purpose, someone can file civil suit against you in a different county other than where you live.
