Collection agecies for illegal pdls

Today I received a notice from a collection agency for one of the pdls. If the internet pdl is illegal (because I am a KY resident) do the CA legal have the ability to collect from me? Does the validation letter stop their activity?

the CA really has no recourse here.a DV letter should stop them,but being totally illegal.that might not be the case.that is when YOU consider legal action against the CA.have you sent a DV letter yet?
