Land Lines and Cell Phones

Does anyone know how land line and cell phones are looked at as far as type of 'account' if referred to collection? I am in the State of Washington. Thank you.

As far as I know, they will be considered open ended accounts and so the Statute of limitation on such types of outstanding debt would be 3 years.
