Can a CA Tack On "Late Charges"?

I had a past due credit card I've been making good on for some months. The amount is laughable in comparison to some people, but needless to say I got the new balance down to $130. I missed a payment after Christmas simply because I wasn't in town and things got hectic, but it's my intention to mail them two months worth of what I agreed to on payday this week.
On Saturday I received a letter stating that the past due balance of $130 still stands - and now I all of a sudden owe them $49.17 in late fees?? Where the heck did this come from? I never signed anything stating I would be paying the collection agency late fees of any sort.. I thought once you started paying on the balance that was sent to them THAT'S what you owed. I refuse to pay any such thing.

If it is merely being managed by the CA and the OC still owns the debt, then yes. Otherwise refer to the contract to see if it states in there.
