Maybe some of those on this forum with more expertise in legal jargon can help me make a little more sense of this. Also, what kind of penalties (federal/civil) are there for violating this consent decree?

The Ftc has a consent decree with a penalty for violating this decree which the Ftc would enforce. The decree is for illegally reaging debts in violation of the Fcra and this decree is good until 2009. I would think a letter with copy of decree sent to an officer or counsel of Nco should be enough to remind them of what they agreed to. If not send all docs by mail to closest FTC office with print out of decree.
