At this point they have not provided proper validation. Therefore they still must cease all collection activity until validation is produced.

JC is right. They didnt provide legal validation. According to federal law, proper validation is something that comes from the original creditor--that means the documents themselves must come from the original creditor. If they didnt, then this is not legal validation.
You can handle this a couple of ways. First, you can send them a certified letter informing them that, pursuant to section 809 of the fdcpa, what they sent you is not proper legal validation, and therefore it would be illegal for them to attempt collection of this debt until they satisfy the law's requirements. Or, you could wait for them to take further collection action, at which time you will have them caught violating federal law. It depends on your preferences, really, as well as the other facts of this issue, such as if this is really your debt, and so on.
