Mann Bracken collection from wrong person

Mann Bracken has sent letters to my father for collection on an AT&T account. My father is 92 with dementia. I have POA. The account is for someone with apparently the same name but who lives in Colorado Springs, CO. My father has lived in Montrose, CO for 85 years and has never had a wirless phone nor would he have ever signed for one. The address of the person whose account is up for collection is unknown to anyone in our family. They sent a letter requesting my father's social security number, driver's license, etc. Because of their horrible reputation, I do not want to send any of this information to them.
I have filed an "identity theft" with the sheriff's office. However I do not feel it is not really identity theft but rather they are trying to collect and just because my father has the same name as the person who owes the money, they are going after him.
What should I do and what do I have to do.
