debt settlement

long story, short version
I am attempting to settle with a debt collector that has filed a claim against me with the county magistrate.
The 30 day answer period is past since the Sheriff's Department served the official copy of claim. I have been in contact with the debt collector (Mann Bracken, LLC...a national debt collector) via fax.
We faxed back and forth multiple times attempting to reach a settlement. (Total debt 8300... they were willing to go down to 5K with 3 payments) My last offer (3K one and only one payment) was faxed on November 18th and they have not responded. I have re-faxed the last offer to them 5 times since then and they have not responded.
Should I be concerned that they refuse to accept my offer and are planning to garnish my wages?
