Medical file released to bill collection agency

I have been asking a bill collection agency, that's been calling the house to validate a bill that I owe so i can see how much it is and make arrangments for it. It looks like an itemized sheet, of my diagnosis, the date i was treated and what i was treated for including my diagnosis. They also sent a form that I signed for consent to be treated. I had assumed, that regarding Hippa, they are not allowed to view my diagnosis/treatment and consent forms? Why is this allowed and can they do this? I know they have to collect the bill, but I know what a hospital bill looks like and an itemized sheet of my diagnosis, dated back to 2010. I need to know what the rules are in reference to a collection agency, being allowed to see my medical files, directly from the hospital.


If they are a valid collection agency, then they can directly view your medical files from the hospital. It would be better for you to contact with the collection agency and try to make a payment arrangement with them asap.

That's not what I am asking. I am asking if the collection agency allowed to view personal information such as diagnosis, consent forms that I have signed to be treated and personal insurance information. I have already made arrangments to pay. Some how personal very personal information was released that they should of not been allowed to see. Such as my diagnosis, my treatment plan and when I signed off to be treated. Thank you for answering though.

I seriously doubt it is legal under HIPPA laws for them to have any access whatsoever with personal medical diagnosis or treatments....I would seriously consider asking another medical office or even a law office about that. They can see the insurance and cost files but not personal diagnosis'.
