If I live in the state of C.A. is it legal for a creditor to garnish my wages if I make minimum wage?

The debt I am being garnished for is for an emergency room visit about two and a half years ago that never got paid and got sent to collections. The bill was originally $682 dollars but now that they won a court judgement it has ballooned to $1,179 dollars. I only make minimum wage What do I do?
