Harrassed by MRS Associates

Greetings
Over the past few weeks, MRS Associates has been repeatedly calling us regarding my sister and brother-in-law, who reside in a different state. We have also been "robo-dialed" by who I suspect but can't prove to be MRS Associates in a manner that resembles a threating phishing attack.
We are not the parties to the debt being collected.
While we are not debt-free, we are not currently in arrears and are not the subjects of any collection activity.
We have been on the Federal and Texas State do-not-call lists for a couple of years now.
Are they in violation of the law by repeatedly contacting us even though we are on the do-not-call lists? What steps can we take to get them to quit calling us? If they are in violation of the law, what can we do to expedite enforcement of the law?
