overseas and rec'd National Arbitration Forum letter

Just a bit of background. I'm a U.S. citizen and have been living in Australia for the past 5 years. Needless to say my financial situation has gone downhill dramatically in that time.
I recently received a arbitration letter from National Arbitration Forum on a debt of $18,000 (debt was/is being handled by Asset Acceptance and date of last payment was 3 years ago). This letter was actually sent to my former U.S. address and was forwarded to me by relatives. I've given my Australia address and explained many times to previous collectors on this debt that I've lived in Australia for for a few years now and that I HAVE NOT live in the U.S. since. For whatever reason, this bit of information never seems to make it to the next collector down the line.
Anyway, to get to the point...
I guess I'm curious to know what my options are since I live in Australia. Would i like to take care of this debt? YES! However, I am in no financial position to make even small payments as my wife and I are struggling to keep a roof over our heads. Can I still be pursued even if I am in Australia? Should I send a letter to the NAF explaining my situation (since they apparently are unaware of my being overseas despite me telling previous collectors on this debt about it).
I've been so stressed about this. I'd appreciate some input.
