Is it legal for CA to use call center in India?

I have been getting calls from a call center in India stating they are Nationwide Credit calling about a debt I owe. The caller ID shows up as area code 602 but the people are definitely in India. When asked, they can't even tell me that the area code is in Arizona. They call my home, cell phone and office number many many times a day. Since they are trying to collect on a debt, don't they have to be licensed in my state? Is this legal? I know the debt they are calling about and I've been trying to work with the OC. There's no way I'd give my personal information out to a foreign company. Just wondering.
