Nationwide Credit Services - Is this legal?

I received an offer letter on AMEX letter head to settle one of my accounts. The phone number it lists to call is 877-354-8148 which I believe is Nationwide Credit Serivces and not AMEX. The account number they list is correct and the letter sounds that it came directly from AMEX and even tells me how to pay online. I've called the 877 number and only get a message to press 1 if I'm an AMEX customer and then sends me to voicemail to leave a message. I did leave a message stating if I can't speak to someone then I can't settle. The offer is for 60% and I want to counter with another amount. My question, if this is Nationwide, is it legal for them to use AMEX letterhead? I'm assuming they are trying to avoid sending me a dunning letter.

What I think is that Nationwide Credit Services is only the collection agent to AMEX and AMEX has only authorized them to collect the debt. If you pay off the debt online, then the money will go directly to the AMEX account and the collection agency will have no role in it. However, if you pay it through Nationwide, then the CA may get a percentage of the collection amount.
