It does seem like a scam. Don't pay anything to anyone unless they verify that they are representing the original creditor.

The next time they call, tell them they have 5 days after their first initial contact with you to send you a dunning letter (letter of collection) via the mail, that is a federal law (FDCPA). Until you receive such a letter, tell them you can't talk to them anymore, and if they continue to call after you have reminded them of their obligation to send a letter, file a complaint against them with the FTC, BBB and your AG.

I agree completely with Shaz. The PDL industry is so rife with unlawful activity (sometimes even the loan itself is illegal!) You need to and have the right to protect yourself. Unless they can prove this debt, you give them nothing. The fact that two separate collectors are engaging in active collections for the SAME account is a huge red flag.
They should not even be demanding payment at this time because the law provides you have 30 days to dispute the debt, which almost all of these companies ignore.
