Need help finding a section in the FDCPA

An article that brought me to this forum stated: the "FDCPA does not allow a debt collector to- Refer account to an Attorney." Could someone help me find this in THE FAIR DEBT COLLECTION PRACTICES ACT?

The issue under the FDCPA is whether, when you are contacted by an attorney, the attorney is considered a "debt collector" under FDCPA 803(6), and thus bound by the terms and requirements of the FDCPA.
Prevailing legal decisions hold that if debt collection is a principal business of the attorney, then they are a debt collector and must comply with all requirements of the FDCPA, such as providing dunning notice and responding to DV requests.
